i did not think romney would necessarily bring it up himself in the debates because it would allow for a very muddy back and forth between the two men. in debates your most effective when you can make a clean shot. and resonate with voters. my predictions -- romney will repeat his claim that obama cut $700 billion from medicare. during the primaries, the republicans used to claim that obama funded his health-care plan with $500 billion in cuts. how did it balloon to $700 billion? a simple explanation. the congressional budget office is in a new estimate based on a different and later 10-year time line. republicans decided to pick the biggest number possible. medicare -- spending is not being reduced. $700 billion -- that comes from the difference over 10 years between anticipated medicare spending, what is known as the baseline, and changes the law makes to reduce spending. the statement -- that is mostly come out of health care providers, not medicare beneficiaries. the medicare actuary has raised significant doubts as to whether any cuts would take place. they are actually a bit oner
